Republika Hrvatska or simple Hrvatska is very happy.
I was on main Zagreb's square on the night of ceremony :-)).
Next day, in honour of first EU day, all museums had free entrance, and there were lots of tourists looking on some fine exbitions :-)).

Not a bad guess, but still not the right one. But I'll seize the occasion for a hint : like Crane, the speaker fell at least temporarily in the "bad guys" category (although nowhere near as low).

A little hint : the talker only appears in that book.

Nope, neither Bel, nor Ethan, nor Terrence, nor Quinn, nor Miles... but one of them was present, and the talker was from the same nation as another one of them ^^ Sorry for the delay in the hint, but I got a lot on my plate this week-end.

Metzov to... hmm. I would have said Miles or Gregor. Doesn't really sound like Metzov, either. Alas, my copy of Young Miles is not where it's supposed to be, so I can't check.

I admit, I'm having a more difficult time coming up with alternate guesses. Maybe Tej's grandmother to Ivan, except she didn't talk to Ivan much.

On the other hand, my copy of Miles, Mystery and Mayhem is available, though I wouldn't have classified Terrence C as Cetagandan (created by the Cetagandans, yes. I didn't get the impression that the general going after him thought of him as anything but an experiment gone wrong).
