OK, that still makes sense: maybe referred to earlier, but first appearance in the book of the quote.
But the last sentence is bizarre: if you "can't remember off the top of <your> head if either makes an actual appearance in that book" what is then the meaning of your first assertion?
In fact, the fact that a character first appears in a book after being referred to in another would be a very strong hint if it could be trusted

Example: I can't remember if anyone talks about Rush and Reed in the third or fourth book of TSK, though I do remember them being in Beguilement, and referenced in the third book (When Dag and Fawn return to West Blue, they are told that Rush and Reed left to homestead, I think). Rush and Reed might have been referenced without name when Fawn is telling Finch about her family homesteading in Horizon. I think. Therefore, Rush and Reed would make their primary appearance in the first book, but were only referenced in the third (and possibly the fourth) book.

You never qualified the statement "primary appearance".
I mistakenly understood that the "other book" was before the book of the quote, my bad.
In all cases the quote is in the earliest ever book these characters either appear or are referred to, and in fact they do appear, of course!
That statement would be true even if, later in the series, they fully reappear repeatedly (for instance, Tsipis primary appearance is in Memory, but he is referred to in Komarr and reappears as a not-so-minor character at least in Civil Campaign); but you go on and add some extra information, namely that if they ever are mentioned again, it is in at most one book and that since you are not sure, they are probably either just referred to or only make a minor reappearance.
Some members of Dag's family are probably referred to in Beguilement and only actually appear in later books, but it is a rather rare instance in LMB's series and that was the "very strong hint" I was thinking of. Conversely, a character appearing mainly in a single book, and only referred to or making just a brief actual comeback later is not so uncommon. Anyone that dies in the first book (s)he is appears can only be referred to later! But of course it maybe in more than one book. (Is Tien Vorsoisson referred to after _Civil Campaign_? Maybe in Winterfair Gifts, too ?)
Still it does narrow things somewhat. Miles, Aral, Cordelia, Ivan, Alys, the Koudelkas, a few Dendarii, Dag, Fawn, and quite a few others are eliminated.
