Unfortunately, as a sailor he has to wear a goofy uniform (somewhat similar to the one I'll be wearing when I start school in Japan next month.)

Fortunately, in the US only those weirdos (or rather those who have weirdos for parents) who go to religious or military schools generally need to wear uniforms. (Though there is usually a dress code, which is often... interestingly phrased. One year the code at my school said you couldn't "wear colors". :? )
