I think you might be referring to the novella "Magic, Inc.", which can be found in "The Fantasies of Robert Heinlein" - which I believe has been published as both a single cover, and as a boxed set.

However, I'll only give myself about a 65% chance of being right on this, because I have not read the book in question.
