Might be a bit short. If there are no answers, I'll add a different, longer one....
"Your full name. And your rank."
By the same character:
"I thank you, XXX. I will report our progress."
Hint : this is a "long distance" quote. The readers are at XXX's. Our character is far away.
1/2 bonus point for the character represented by XXX, not the exact word XXX our character uses towards the other character in the quote.

"It may still be YYY. A plan within a plan—within a plan. . . ."
1/2 bonus point for YYY.

"And just what did you do to AAA BBB, CCC DDD?
AAA is a rank qualifying the name BBB
CCC is a title qualifying the name DDD

You don't have ro give any of these to get the point for finding the speaker, as well as the next quote.

But you need all four to get the third 1/2 bonus point of this question

"The most insidious thing about the little monster is his charm,"
One more 1/2 point bonus if you identify the "little monster".

Hint: if you ask me, the monster is rather the character you have to find, the one who says all these quotes...

"Your full name. And your rank."
This is in Ethan of Athos, ghem-colonel Ruyst Millisor is questioning Ethan Urquhart.

By the same character:
"I thank you, XXX. I will report our progress."
Hint : this is a "long distance" quote. The readers are at XXX's. Our character is far away.
1/2 bonus point for the character represented by XXX, not the exact word XXX our character uses towards the other character in the quote.

XXX = haut (Rian Degtiar) -- this quote is in Cetaganda, where Miles is with Rian and Rian has to break off to talk to ghem-colonel Millisor

"It may still be YYY. A plan within a plan—within a plan. . . ."
1/2 bonus point for YYY.

YYY = Terrence Cee
"And just what did you do to AAA BBB, CCC DDD?
AAA is a rank qualifying the name BBB
CCC is a title qualifying the name DDD

But you need all four to get the third 1/2 bonus point of this question

AAA = Sergeant
BBB = Okita
CCC = Doctor
DDD = Urquhart
"The most insidious thing about the little monster is his charm,"
One more 1/2 point bonus if you identify the "little monster".

little monster == Terrence Cee

It may still be Athos. -- Ethan of Athos, chapter 4.

Next time, I'll locate the quotes instead of trying to do them from memory. :D

Who says this, under what circumstances?
I'm an officer, not an actor.

I don't know who he is, but I know who he is not Miles.

Indeed, Miles is more than an actor. He is an entire theater company, able to plays all the parts of Richard III by himself. Or course, he was never better than when he impersonated Admiral Naismith. :D

Indeed it is a different world than Miles. (bit of a hint)
And, it's time for another quote by this person.
I don’t care to be driven, especially into a ditch. But if I must, I’m going to hold the bit in my own bloody teeth.

Now another, an exchange between our character and another:
Other character:
“However did you know where to find me?”
Our character:
“I thought the columns of smoke were a good guide.”
Bonuses:
1/2 pt each: name the tales
1/2 pt: name the "other character"

The character is General Adelis Arisaydia

First quote I'd guess in "Mira's Last Dance" not sure where, maybe when Penric is impersonating Mira ?
Second quote : no idea; this is SOOOOO Adelis it could be in any book where he appears
Third quote : "Orphans of Raspay" and the other character is Penric. Who but Penric (or, rather, Des) could Adelis find under columns of smoke ?

Third quote is located correctly with correct other speaker. First quote, no, though the idea is correct.
2 points and baton, though anyone is welcome to try for the other two half-points!

Who said that ?
"Welcome back. You took your sweet time."
And that
"Who wouldn't? Who do you think you are? XXX YYY?"
Hint:
"XXX YYY" is the source of a short misunderstanding between the speaker and "you"

Bonus :
1/2 point point for XXX YYY and explaining the misunderstanding.

Captain Ky Tung is the speaker
XXX YYY is Lord Vorkosigan, addressed to Lord Vorkosigan, but intending to mean the now-Count Aral Vorkosigan

If I ever write a fan fic from Ky Tung's POV, it'll have something for when he realized this and an awareness of how close he came to getting killed by Bothari for saying it.

Explain this!
May I ask why, if Lady Alys Vorpatril wishes to know what is going on in her only son’s life, she applies to me and not to you?

Well, this is very easy to explain. The person by far the least willing to say anything about Ivan's life to his mother is certainly Ivan. Most people might not know much about Ivan's life, but whatever little they know, they might share it with Alys. Ivan won't. So "you" is certainly Ivan himself.

As to who, precisely, is the person that Alys had asked, and is now talking to Ivan, I have no idea right now....

Well, lets just see if somebody can come up with that person's name. But yes, that much is right!

What’s this all about, XXX? It can’t be the Imperial Service’s largest collection of parking violations, again—you don’t have a vehicle here. And we’ve only been downside four days.
Who is this?
Bonus (1/2): So, what is this all about?

Ahem....

The first and second quotes were indeed new, and though I immediately realised that XXX was Ivan, I did not guess the speaker.

The third quote rang a bell, but the fourth one was decisive : you already used the last two previously.

Admiral Desplains, sir !

But I don't deserve the point, it was in this thread already.

If you want, ask another one. If you prefer, I could ask the next one. Do tell me which option you prefer, but don't give a point for that one.
