"That pleases me . . . more than I can say. Cordelia sends her love and her best hopes. If I saw you, I was to remind you, ah—I must get the phrase exact, it was one of her Betan cracks—'Home is where, when you have to go there, they have to take you in.' "

This is the speaker's entire line.
Here . . . is really in the text, the speaker apparently hesitated.

Book ? The Vor Game
Who is speaking ? Aral Vorkosigan
To whom ? Elena Bothari-Jesek

An easy one (I hope !)
James, remember the 5 days "no ping-pong" rule. It applies to this first posting, any hint and/or longer form of the quote I might have to give would not "refresh" the 5 days

"Shopping.... Want to see what I bought?"
Book ?
Who is speaking ?
To whom in particular ?

Bonus : 1/2 point for designating, not necessarily by name, some other person present, except the obvious answer.

Book? Barrayar
Speaker? Cordelia
To Whom? Aral

Bonus: Ptior Vorkosigan (spelling?)

What did she buy?

Well, it is not at all the same scene !
And the answer I expected was really
To whom : Piotr
because she is answering his direct question "Good God, woman, where have you been?"

Had you not mentioned him for the bonus, I would not have granted you the next question.

But since you mentioned both Aral (obviously present, and thus not the expected answer to the bonus) and Piotr, I give you the next question, but only one point.

The 1/2 point of the bonus is for some other person also present, not as obviously as Aral.

Book The Warrior's Apprentice
Him Miles Kosigan (no, not a mistake at this exact point in the timeline)
What was the mistake? At the obstacle course, Miles jumps off the wall instead of going around it.

I have often wondered, if he'd been permitted to wear the leg braces instead of being required to remove them for the course, would they have helped him when he hit the ground?

Incidentally, I don't think that wearing his braces would have avoided breaking his bones in this situation. If anything, the braces could even have made the situation worse...
But Miles could have avoided both breaking his legs and going around the wall: having climbed the wall rather fast, he could have just climbed it down very carefully, losing some amount of time but not necessarily losing all the points. It was a strategic decision to make, and he chose the worst possible option...
He deserved to fail : a commander who sends his troops into disaster should not be given a command.
(Please note that, personally, I never served in the military.... ;) )

I'm on top. Finally, I'm on top of it all. With this lever, I can move worlds.
Italics mean a thought.

Book ?
Who thinks this deep thought ?

For 1/2 point each

Bonus #1 : what is "this lever" (the answer is not unique, it can go from rather particular to more general; I'll accept anything that carries the right notion)

Bonus #2 : As one says “the Tarpeian Rock is close to the Capitol” : so if "this lever" is the Capitol, what is the Tarpeian Rock (don't worry, Mrs Bujold did provide a good one ....)
Here also I will accept either a very close, but not yet very hard Rock, or a more remote but much harder one, and maybe also any intermediate one, if it fits in the general scheme.

A longer quote ?
I'm on top. Finally, I'm on top of it all. With this lever, I can move worlds. He switched the shower to 'dry' and turned in the blast of warm air. He left the bathroom still chortling under his breath. I love it.
Italics mean a thought, roman type is a description of what happens in the middle of the thought.

Book ?
Who thinks this deep thought (and takes a shower) ?
