Baron Ryoval would not "owe to remember anything".
Baron Fell is not so talkative.

I'll suggest Baron Bharaputra

Who says:
Cover-your-ass was a fundamental rule for survival even of the fittest.
And also says:
The man at the top owes it to remember how he got there, I think. Noblesse oblige and all that.
And thinks:

Soudha ?
The only "administrator" I can think of is Tien. And a "wriggling worm" is an adequate description....

Nope. Think back to one of the very first stories Lois wrote. Look for an administrator in that tale.

And tells at least one person (YYY) this:
I don't see why," said YYY. "XXX disconnects the smoke alarm in his quarters whenever he has a jubajoint."
"I thought ZZZ weren't allowed to smoke on board," said AAA, startled.
"XXX says it's a privilege of rank," said YYY.

Who says :
“I’m not best pleased, you know, that you brought an assassin to my lady’s table without warning me.”
Bonus for 1/2 point :
What is the weak point of this assertion, as noted in the answer to it by the character to whom it was addressed ?

The same character says
“On your knees,”
and
“Face the light.”
(I have removed a few words of text between the two parts of this single utterance, as being too much of a hint)

OK, OK.....
“On your knees,” came an edgy tenor voice, sounding as sharp and dangerous as the blade. “Face the light.”

Hint #1: the "middle" of the plan imagined by "you" involves the character you have to guess
Hint #2 : "you", in the first quote, "your" in the second one and "you" in the third one all refer to the same character

This is Surakos Bosha, from the Penric stories.
And for the bonus: the weak point is that Bosha himself is already an assassin.

Yes, a real response from me would wait five days....
