Not justice, please, not justice. We would all be fools to pray for justice.

I have no right to risk. No, that's not quite correct.
Who said it?
To whom?
The book?

I'm going to give you a bit longer quote. Maybe that's easier.
I have no right to risk. No, that's not quite correct. I have no right to failure. And I don't trust myself anymore. I don't know what's happened to my edge. Lost it in a strange land.

OK, some guesswork.
We agreed to quote only in Vorkosigan Saga or the World of Chalion.
Now that does not sound like the former. "Strange land" does not fit. With 95% probability I'd say it is *not* in the Saga.
But I read _Curse_ and _Paladin_ many times, and I don't remember this quote. I may be wrong, but I'll assume it is in _Hallowed Hunt_ with, I estimate, something like 75% probability.
Now who said it? Total shot in the dark, here, but I'll just try Ingrey.
To whom? No idea, so I just try the most obvious: to Lady Ijada.
Human is as human does....Animals don't weep, Nine

I agree with your analysis, Voralfred (and I even spent a bit of time looking through my copy of The Hallowed Hunt, but I didn't find the quote).

Nope. It is in the Vorkosigan saga, pretty early on.

It's Cordelia, talking with Drou just before/as they start planning to go collect the Pretender's head. Book is Barrayar, of course. (Well, they didn't know they were going to collect the Pretender's head, they were just planning a raid to get Miles and Kareen.)

Challenging quote! Definitely needed the longer version!

Nine to Miles in "The Labyrinth"
If ye love wealth better than liberty, the tranquility of servitude than the animating contest of freedom, go from us in peace. We ask not your counsels or arms. Crouch down and lick the hands which feed you. May your chains sit lightly upon you,

Just what I always wanted. More clutter.
Book?
Speaker?
What was this unwanted clutter?
Instead, the speaker received a more desirable object. What was it? (for the next question and one Sherlock, just any unambiguous description is OK)

BONUS
How was this more desirable object called (precisely!) when the speaker received it?
In what other book was that very same appelation used again?
What decision was taken about that object on that occasion?
Human is as human does....Animals don't weep, Nine

Any community’s arm of force—military, police, security—needs people in it who can do the necessary evil, and yet not be made evil by it. To do only the necessary, and no more.
Book?
Who said that?
To whom?

Well, I would have sworn it was Aral or Cordelia but I cannot pin down the book... I've looked through most of the Vorkosigan books checking for this conversation or that event or maybe when thus-or-such happened... and not finding the quoted text. I've been trying to figure it out for days and I'm stumped.
:?

Hopefully, the five day wait is almost up and Voralfred will answer it, or we'll get an additional clue. Good one, RK! :)

Ok :-). That's whole quote :-).
"Maybe. Maybe not. Think what a monstrous thing an army of Xxxs would be. Any community’s arm of force - military, police, security - needs people in it who can do the necessary evil, and yet not be made evil by it. To do only the necessary, and no more. To constantly question the assumptions, to stop the slide into atrocity."
But, now, one question more :-).
Book?
Who said?
To whom?
And additional question: Who is Xxx, in this quote in plural?
